Money is the lifeblood of terrorist operations,” said President Bush in 2001 while signing the presidential decree on countering terror finance. After 17 years of the global AML/CTF (Anti-Money Laundering/Countering Terror Finance) regime, it’s time now to take a look at its performance. Has it deterred rogues states like Pakistan from financing jihad in India, and prevented terrorist attacks or the governments have simply wasted millions of dollars on costly foreign trips, high-profile meetings, and large bureaucracies? And, is it prepared to deal with new theaters of terror financing such as cryptocurrencies and the dark web? There is an urgent need to move beyond the strictly confined regime of financial controls, integrate the global AML/CTF regime with the diplomatic, political and economic measures of the counter-terrorism strategy.
